He highlighted the importance of providing new entrants with access to the dominant ticket retail channels of state-owned operators. This would allow passengers to see all available rail options, ensuring they can make informed choices on services, funded by their taxes.

Mr Van Buuren emphasised that this approach would improve competition, enhance passenger experience, and help achieve a fully integrated European rail market.
